Welcome to
A vibrant urban mixed-use community to be used by everyone.
Land Acknowledgement
We acknowledge and respect the Lək̓ʷəŋən (Songhees and Esquimalt) and W̱SÁNEĆ Peoples, whose historical relationships with the land continue to this day.
We recognize and deeply appreciate the historic connection and the significant cultural contributions of the Indigenous peoples who have inhabited this territory over time. We also acknowledge the ongoing legacy of colonialism and the systemic injustices faced by Indigenous communities.
As we go about our work at Starlight, we remain committed to learning about, understanding and respecting the rich Indigenous history and modern contributions of the First Peoples on this land. We strive to honour and integrate this understanding in our business practices, partnerships, and community service. We understand that this acknowledgement is but one step in our journey towards reconciliation and commitment to building respectful relationships with Indigenous communities.

900-block Yates Street + 1045 Yates Street
An Official Community Plan Amendment and Rezoning Application has be submitted for Harris Green Village.
The 900-block Yates Street and 1045 Yates Street are located in the Harris Green neighbourhood and are ideally located within a 15 minute walk of downtown, the harbour, schools, shops and public amenities.
The sites are currently home to commercial uses including London Drugs, the Market on Yates and a small number of residential tenants.
Policy Context
The 900-block Yates Street and 1045 Yates Street sites are located within the Downtown Core Area Plan (DCPA) as identified in the City's Official Community Plan (OCP).
The project sites are located within the Residential Mixed-Use District. The plan envisions high density, mid to high rise development, encouraging mixed-use, multi-residential development, with public amenities that contribute to a complete community, including an urban plaza with an active public realm.
